The law defines Louisiana’s Coordinated System of Care (CSoC), linking health, child welfare, education, and juvenile justice agencies. It serves families of children with complex behavioral health needs who are in or at risk of out-of-home placement. Care plans include intensive, personalized services in the community. The law extends independent claim reviews to the state-contracted CSoC administrator for claims filed on or after January 1, 2027. Earlier CSoC claims, decisions already in litigation or arbitration, and claims unrelated to eligible enrollees are excluded. Louisiana’s Department of Health must ensure reviews follow the CSoC contract and statement of work, including department-approved medical-need criteria.
Louisiana cannot require arbitration between providers and the Coordinated System of Care administrator for claims filed on or after January 1, 2027. The same protection applies to other Medicaid managed care claims filed on or after January 1, 2018. Earlier CSoC claims are outside this protection; other managed care claims filed before January 1, 2018 remain excluded even if refiled later. These rules concern payment disputes after adverse claim decisions. The law does not require either party to use a different process.
