Voucher priority and privacy for trafficking survivors

Louisiana parish and municipal housing authorities must give human trafficking survivors preference for housing vouchers, including Section 8 vouchers. Authorities must verify that applicants meet all requirements of the voucher program and have survived human trafficking. Survivor status requires a law enforcement report, protective order, or verification from a healthcare professional, government agency, district attorney, assistant district attorney, or qualified third party defined by state law. Authorities cannot share an address linked to a voucher without the person's informed consent or a court order. An abuser or alleged abuser cannot give consent for a minor, an incapacitated person, or the minor's other parent.
