Louisiana agencies can hire design professionals under one master contract and issue separate work orders for different projects. These contracts cannot cover new-building design. Each contract lasts no more than two years, with total fees capped at $1 million. Each renovation work order is capped at $13 million. Amendments needed to finish ongoing projects can raise total contract value, but fees must stay within $1 million. These amendments are allowed during the two-year term and after the contract expires. Agencies notify the Division of Administration, which reviews the services needed; a committee designates the professional selection board. That board publishes a one-time notice in the official state journal. The notice lists the agency, services, application instructions and deadlines, term limits, maximum contract value, fee method, and selection count. Applicants can submit their experience, past and current projects, workload, and key staff; boards can use standard forms. Agencies must keep at least two contracts active. With only one, they must seek another selection at the next available board; failure to comply blocks further work orders. The existing contracting rules generally exclude projects with estimated construction budgets of $1 million or less, subject to existing statutory exceptions. Other design contracts remain valid, including design-build and construction-manager-at-risk contracts.
