New funding rules for Louisiana ports

Louisiana’s Office of Multimodal Commerce must set large-project rules covering project costs, investment requirements, benefits compared with costs, and returns on state investment. Standard projects must meet benefit-cost and state-investment return requirements without qualifying as large projects. Rules adopted under Louisiana’s Administrative Procedure Act must set state funding limits and yearly caps per port for both categories; this law specifies no dollar limits. Port authorities must provide a 10% local match for standard projects. Large projects require a 20% local match only if the Legislature allocates additional Transportation Trust Fund money to the program.
