Bill Overview

Analyzed Economic Effects

5 provisions identified: 0 benefits, 4 costs, 1 mixed.

Sex offenders face new identification duties

Beginning January 1, 2027, covered registrants must have a driver’s license or special state ID with a QR code on the back. The rules apply regardless of conviction date, and registrants must carry the required document outside their home. License renewal requires an in-person visit and yearly reregistration; special ID holders must appear annually after registering. Motor vehicle officials must verify completed reregistration before renewing the license or issuing the special ID; regular renewal fees apply. A qualifying license exempts its holder from the special ID rule, and a qualifying special ID generally exempts its holder from the license rule. Anyone holding both needs a QR code on each; obtaining the other document later requires surrendering the previously held document. Intentional violations carry a $100–$500 fine, up to six months in jail, or both.

More convictions require sex offender registration

Louisiana’s sex-offender registration and notice rules cover unlawful deepfake convictions under R.S. 14:73.13(A) or (B)(2). Deepfakes depicting minors also count as sexual offenses against a minor. That category includes indecent behavior under R.S. 14:81(H)(2) involving victims under 13. It also includes oral sexual battery involving victims under 18.

Repeat sex offenders face frequent updates

Registrants with more than one qualifying conviction, or an aggravated offense conviction, must update registration in person every 90 days. The repeat-conviction rule covers offenses requiring registration under R.S. 15:542 and 15:544(B)(2)(c). The court’s written notice states this duty. The law also repeals R.S. 15:542.1(A)(1)(e); the supplied text does not explain how that repeal changes duties.

Sex offenders face broader public disclosures

People convicted under R.S. 14:89 must include a photo in community notices when those notices are required. Covered social-network users must display their sex-offender or child-predator status on their profiles. They must also show the crime, conviction location, physical description, and home address to all users and visitors. This applies to convictions listed in R.S. 15:542.1 or sex offenses involving a minor victim. It applies only when the person uses the site and is not otherwise banned from using it.

New reporting rules after offender confinement

Registered people arrested for any reason, or involuntarily held in a mental health facility over 30 days, must report in person. They must appear within three business days at their registered sheriff’s office, or New Orleans police in Orleans Parish. Within three days before release, they must give the institution their planned home address in writing. The institution forwards it to the parish sheriff for the registry. Returning to the same registered home avoids renewed community notices unless five years have passed since the last required notices. Specified release-based registration and notice deadlines start at release from the first confinement for the covered offense.
