New restoration funding for Amite Basin

Beginning July 1, 2026, the law creates the Watershed Restoration and Conservation Fund for the Amite River Basin. It supports restoration and long-term care of lands and watersheds affected by sand and gravel mining. Flood-prone areas and damaged watersheds get priority. After required Bond Security and Redemption Fund allocations, the fund receives 100% of recurring sand severance tax revenue from within the Amite River Basin Drainage and Water Conservation District that otherwise goes to the state general fund. Donations, gifts, grants, and other revenue designated for the fund also go into it. Money is invested like state general fund money; investment earnings and unused, uncommitted year-end balances stay in the fund. Money is appropriated to the Coastal Protection and Restoration Authority for use by the district’s board. By March 1 each year, the board must report receipts, spending, and funded activities to the House and Senate natural resources committees.
