The law blocks covered climate-change claims tied to greenhouse gas emissions in Louisiana courts and proceedings. It limits compensation options for people, businesses, and local governments while protecting energy producers, users, and related industries. The ban covers injury, property damage, financial losses, penalties, and other relief, including fraud, failure-to-warn, and related public-controversy claims. It reaches claims based on earlier conduct, but lawsuits filed on or before the law’s effective date remain unaffected. Exceptions preserve claims over violations of enforceable Louisiana or federal emissions limits or express terms of valid, enforceable emissions permits. Claims over federal workplace-safety violations remain allowed when the violation directly causes the specific injury alleged. State coastal-management claims and enforcement actions remain allowed when they do not allege that defendants caused, contributed to, or are responsible for climate change.
