More instructor support for Louisiana workforce colleges
The law creates a program and state fund to expand high-wage, high-demand training at Louisiana two-year public colleges. It also supports colleges and private employers sharing instructors. The community and technical college, Louisiana State University, and Southern University governing boards run the program. They set eligibility, cost-sharing, funding allocation rules, and qualifying industries, and can use emergency procedures for initial rules. Fund money supports rapid instructor deployment for major economic development projects, faster recruitment, temporary or contract instructor pay, salary supplements, and faster program growth. The fund receives legislative transfers, appropriations, and designated gifts, grants, donations, or other revenue after required Bond Security and Redemption Fund allocations. No funding amount is specified, and this money cannot replace state general-fund support for colleges supervised by the boards. Unspent, uncommitted money stays in the fund; the treasurer invests it like general-fund money and credits interest to the fund. The law recognizes healthcare instructor shortages, especially in rural and underserved areas. The boards submit rules for oversight to the House and Senate education committees, House Appropriations Committee, and Senate Finance Committee. Annual reports to those committees are due at least 45 days before the regular legislative session. Reports must list funds allocated, industries served, instructors supported, rapid deployments, and credentials produced.
