Contractors gain fillable electronic bid forms

Louisiana public entities can receive public works bids through electronic bidding platforms using fillable forms. These forms must include all text and fields in the required Louisiana Uniform Bid Form. Public entities cannot add bidder requirements or fields to the electronic form, but formatting differences are allowed. At bid opening, required submissions are limited to bid security or a bid bond; acknowledgment of addenda; base bid; alternates; bidder signature, name, title, and address; firm or joint venture name; proof of signing authority; Louisiana contractor license number; and unit prices with descriptions when used. Building projects can use unit prices only when those prices and their extended totals are included in the base bid or alternates. Added information requirements beyond state or federal mandates are void and cannot affect the contract award. Bidders can make timely changes before submission by crossing out and initialing them; those changes are binding. The act takes effect upon the governor's signature or expiration of the constitutional signing period; following a veto override, it takes effect the next day.
