The New Orleans Sewerage and Water Board follows state purchasing rules for system materials and supplies costing more than $30,000. Purchases up to $30,000 require at least three quotes by phone, fax, email, or another electronic method. Accepted phone offers need written confirmation in the purchase file. Recorded quotes below the accepted price must be handled under state rules. The law also removes the board’s required preference for local merchants. During emergencies, the executive director or general superintendent can contract for supplies and materials up to $30,000, increased from $10,000. Written consent from the board president pro tempore or New Orleans mayor is required. Each emergency purchase and its reasons must be reported at the board’s next meeting.
