Privacy safeguards for women’s health records

The consortium and its members must protect information and records received under this law, following state and federal privacy laws. They cannot disclose information that identifies a person unless the law allows it. Sharing confidential records requires a written agreement approved by the relevant state agency. The health department holds the consortium’s public records for public-records and open-meeting compliance; outside organizations retain their own records. The act’s requirements run through June 30, 2027, unless the Legislature extends it.

New advisory group for Louisiana women’s health

The law creates a 14-member Women’s Health Consortium within the Louisiana Department of Health’s women’s health office. It develops a statewide agenda on research, care access, education, policy, and health gaps across women’s lives, including menopause stages. Its plans cover clinician training, public education, information sharing, and a public website with evidence-based health resources. It lists current women’s health programs, funding, and recipients, then recommends funding priorities, future needs, and possible funding partnerships. Its first meeting must occur by September 1, 2026. It must report to the Legislative Research Library, legislative health committees, and governor’s office before the 2027 Regular Session. The group is advisory only: it creates no operating program and directly changes no taxes, benefits, wages, or fees. Work depends on available funding; new state positions, contracts, or spending require a specific legislative appropriation. Recommendations require separate lawful adoption and funding, plus department and surgeon general approval when their authority is needed. The group cannot bind agencies to contracts or funding commitments. Members receive no state pay; appointing entities cover any expense reimbursement under their own policies. The law ends June 30, 2027, unless the Legislature extends it.
