Bill Overview

Analyzed Economic Effects

5 provisions identified: 1 benefits, 1 costs, 3 mixed.

Fee caps for imaging workers' credentials

The board sets actual fees by rule; these amounts are maximums, not automatic charges. Initial two-year licenses and renewals every two years are capped at $250; duplicate licenses at $50. Temporary working and limited purpose permits cost up to $75 to issue and $250 to renew. Delinquency fees are capped at $200; expired-license reinstatement at $25 per month, up to $300. Reinstatement after suspension or revocation is capped at $500 per case; dishonored payments at $100. Official credential checks cost up to $50 per request, mailing lists $300 per request, and photocopies $0.50 per page. Subpoena issuance is capped at $30 each. Listed transaction, postage, handling, data, service, and administrative charges are limited to actual cost.

Imaging workers can restore lapsed credentials

Former imaging workers can seek to restore a lapsed license or limited purpose permit. They must have stopped working under that credential no more than five years ago. They must pay the renewal fee and give the board satisfactory proof of completing its continuing education requirements.

New imaging job paths with requirements

Louisiana creates licenses for radiologist assistants and limited purpose permits for imaging work within a board-defined scope. Assistant license applicants need current registered radiologist assistant certification from the American Registry of Radiologic Technologists. Assistant temporary permit applicants must finish a board-approved assistant education program. Limited purpose applicants can receive separate temporary working permits after applying, paying fees, and meeting education, training, exam, and skill requirements. Out-of-state assistants get licenses without an exam when their state's licensing standards are at least as strict as Louisiana's.

Patient safeguards for imaging care

Radiologist assistants perform board-approved advanced imaging only when a radiologist assigns and directly supervises the work. Assigned patient management tasks also require direct radiologist supervision; assistants cannot interpret images, diagnose, or prescribe medicines or therapies. Employers cannot knowingly hire someone for covered imaging work without the license or permit the law requires. The board can discipline licensees and temporary working or limited purpose permit holders, including suspending or revoking credentials. Grounds include helping unauthorized people perform covered duties or interpreting images, diagnosing, or prescribing when not allowed.

Board limits protect and restrict imaging workers

The board cannot expand radiologist assistants' or limited purpose permit holders' work beyond duties allowed by law. The law also limits the board's authority to regulate private radiological technologists through rules. Those limits cover rules about education, credentials, work, and supervision.
