State land transfer to Hale requires payment

The law authorizes Louisiana’s commissioner of administration to transfer or lease all or part of about two acres to Francis Michael Hale. The land lies between Hale’s property and Caddo Lake’s water edge, below the 173.09-foot contour. It is in Sections 12 and 13, Township 20 North, Range 16 West, Caddo Parish. Hale must provide payment or other value proportionate to the land’s appraised value, and the state keeps mineral rights. The commissioner can sign the agreements and documents needed for the deal. The law does not guarantee a transfer or set a price or transfer date.
