Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Higher Medicaid payments for independent rural clinics

Louisiana must equalize Medicaid payment rates between independent rural clinics (type one) and provider-based clinics (types two and three). Independent clinics get $41.50 more per encounter than the prior year's rate in each fiscal year, 2026–2027 and 2027–2028. The annual Medicare Economic Index inflation adjustment also applies. These requirements need federal approval and begin when a state act with specific implementation funding takes effect. Within 90 days of that effective date, the health department must take necessary implementation steps, including state plan changes or rules as needed. It must report each independent clinic's monthly encounter count and total monthly spending to the Legislature.

New review requirements for rural clinic expansion

Louisiana adds type one and type two rural health clinics to its facility need review process. The review determines the need for a new or added facility, provider, program, service, or bed. This requirement begins when a state act with specific implementation funding takes effect. The health department must take necessary implementation steps within 90 days of that effective date.
