New pension funding rules for Louisiana teachers

Louisiana’s teacher retirement system changes how it schedules pension debt payments when extra money goes toward a debt base. After first reaching at least 80% funding, it recalculates that debt at the June 30 valuation following that fiscal year and every valuation afterward. It also recalculates remaining debt every five fiscal years, starting in 2019–2020, accounting for payments since the last reset. Each reset spreads remaining debt into equal yearly payments over the debt base’s original remaining repayment period. The secondary-priority funding rule ends at the first valuation after the original debt base is fully paid. These changes affect employer funding schedules but do not directly change teacher benefits or member contribution rates.
