Louisiana colleges must protect matched endowments

Louisiana public college management boards must keep following the original conditions on money received from the Board of Regents Support Fund. These rules apply when colleges spend, invest, or otherwise use the money, and require alignment with a fund matching program. Boards must protect the original endowment amount, including both state and nonstate contributions. The Louisiana Education Quality Trust Fund keeps its public character even if a voter-approved constitutional amendment eliminates it. Boards can seek and accept educational donations and other aid from public or private sources. They must follow grant rules that do not conflict with the constitution or laws.
