License limits for drivers owing DNA samples

Beginning August 1, 2026, Louisiana’s Office of Motor Vehicles must flag driving records after an agency reports missing legally required DNA samples. The office cannot issue, renew, or reinstate those drivers’ licenses until it receives proof that they met the DNA requirement. By January 1, 2027, Louisiana State Police must adopt rules for flags involving outstanding Combined DNA Index System (CODIS) hits. Those rules must also cover people who legally owe the state a sample to complete their DNA profile.
