The law makes its rules effective only after a final U.S. Supreme Court ruling that cell-cultured food bans are constitutional. It bans making, distributing, selling, or offering these products for people to eat in Louisiana. The ban covers animal tissue grown from cell cultures outside the animal. Accredited Louisiana colleges and universities remain free to research these products. Violations of the law or its rules carry civil penalties up to $500 each; each day counts separately. The commissioner must hold a hearing under the Administrative Procedure Act before imposing penalties and can charge proportionate hearing costs. The commissioner can ask the district court in the parish where the violation occurred to enforce rulings or stop violations. The commissioner can also adopt rules under the Administrative Procedure Act.
