Caddo-Bossier port commissioners face stricter service rules

Beginning August 1, 2026, appointments to the nine-member Caddo-Bossier Parishes Port Commission require Louisiana Senate confirmation. Appointees must have expertise in economic development, transportation, logistics, or commercial real estate. Caddo Parish appoints two members: one living inside Shreveport and one living elsewhere in Caddo Parish. Bossier Parish appoints one member who lives in that parish. Shreveport appoints four city residents, and Bossier City appoints two city residents. Eight members serve six-year terms; Shreveport's at-large member serves a term matching the mayor's term. The Bossier Parish member, three six-year Shreveport members, and two Bossier City members may serve only two consecutive terms. That limit does not apply to Caddo Parish's two members or Shreveport's at-large member. Members must be U.S. citizens, qualified voters, and property taxpayers of the parish they represent or the state, as applicable. Appointing authorities must seek racial diversity reflecting the area represented. Caddo Parish instead must seek to reflect the racial makeup of its parish governing authority. Vacancies are filled through the original appointment process for the remaining term. The law preserves the listed historical term-expiration schedule. These rules do not create household benefits or payments.
