New oversight for Louisiana inland flood projects

The law creates one authority to coordinate planning, priorities, and funding for flood control, navigation, and watershed projects outside coastal Louisiana. Beginning August 1, 2026, it oversees inland flood management, navigation, and flood-control infrastructure. Projects need board approval and inclusion in an annual plan finally approved by the legislature, except projects financed through the emergency fund. The authority must coordinate with local levee, drainage, and navigation districts and port commissions as much as practical. The board must hold at least three public hearings in separate noncoastal locations on agency infrastructure applications.

Flood insurance help and local rule limits

Parishes and cities may adopt local rules to meet federal flood-insurance requirements. They coordinate this work with Louisiana's Department of Transportation and Development. In noncoastal areas, local requirements must follow statewide floodplain standards if the authority establishes them. The department must work with FEMA and help local governments qualify for the National Flood Insurance Program. The law does not guarantee individual coverage or lower premiums.

Federal planning grants for Louisiana communities

Louisiana's Department of Transportation and Development can apply for and accept federal grants to help local, regional, and state planning agencies. The department can enter grant agreements with federal agencies. Some agreements may require matching funds. The law sets no grant amount and does not guarantee an award.
