Louisiana prenatal providers must offer HIV and syphilis blood tests at the initial first-trimester visit and first third-trimester visit, or as soon as possible afterward. At labor and delivery, providers must explain that these tests will happen unless the patient declines. Unless declined, samples must go to an approved lab using FDA-approved HIV tests and American Board of Pathology-approved syphilis tests. Providers must also test for chlamydia and gonorrhea at the first prenatal visit. Third-trimester testing must be offered after a positive result or when the provider decides it is needed. Health insurers and managed care plans must cover these infection tests as medically necessary, without prior approval or other use-management requirements.
Louisiana prenatal doctors, advanced practice nurses, and physician assistants must screen pregnant patients for substance use disorder when screening is in their best interest. This applies only if screening has not already happened. Screening occurs during the first trimester or at the first exam after pregnancy is confirmed. Providers must use a proven verbal screening tool that follows American College of Obstetricians and Gynecologists standards. Louisiana's Office of Public Health must post approved tools online. If screening shows a risk of substance use disorder, the provider must refer the patient for appropriate treatment.
