New authority for Baton Rouge airport

Beginning August 1, 2025, the Baton Rouge Metropolitan Council can form the Baton Rouge Regional Airport Authority. Once formed, it takes over airport operations, assets, revenues, expenses, and the existing airport authority from the City-Parish. The transfer does not increase total airport revenue or affect the City-Parish General Fund. Added staffing and software costs are estimated at $218,940 for 2025–2026, growing 3.5% annually, paid from airport revenues. Transferring workers have three retirement options: keep their current system, join another legally allowed system, or enter a new Authority system. Keeping current coverage shifts employer pension payments to the Authority; changing systems leaves future costs uncertain. Municipal police pension rules may also raise employer costs, and the law grants no larger retirement benefits. A certified actuarial note must disclose pension costs, liabilities, assumptions, and risks. The law specifies no changes to airport services, fees, or household taxes.
