Service rules limit judges’ extra pay

Only justices, judges, and commissioners serving in offices listed in the law qualify for Judges’ Supplemental Compensation Fund payments. They must have served in a listed office on or before December 31, 2026. Otherwise, they must serve in a listed office for at least three years after December 31, 2026.

Supreme Court justices’ allowances track inflation

Louisiana’s chief justice and associate justices receive allowances for reasonable housing and other official-duty expenses not otherwise reimbursed or documented by receipts. The allowances come from the judiciary’s self-generated funds, with base limits tied to amounts allocated on May 1, 1989. Each January 1, allowances adjust for changes in the Consumer Price Index for All Urban Consumers since the last adjustment. Monthly adjustments must be in whole $100 steps. These expense changes take effect only upon enactment and effectiveness of House Bill No. 398 of the 2026 Regular Session.

Judges’ pay reserves limit payment increases

The law creates the Judges’ Supplemental Compensation Fund, whose administrator distributes payments monthly. The board first covers necessary administrative costs, including administrator invoices only for services actually provided. It also authorizes monthly transfers for the state’s additional employer retirement contributions for judges in public retirement systems. Savings must stay in reserve, not raise payments above the amount paid during fiscal year 2025-26. The reserve can support steady payments when fund receipts fall.
