Louisiana agencies get secure data-sharing rules

The law authorizes Louisiana's Office of Technology Services to create and run a statewide data-sharing compact. State agencies, including public colleges and universities, can join voluntarily. The office must prepare a standard agreement covering agencies' rights, duties, and allowed uses of confidential information. Agencies that join must sign it, and receiving agencies must maintain administrative, physical, and technical safeguards for shared information. These safeguards must keep information confidential, accurate, and available, while data sharing follows state and federal law. Providing agencies keep ownership of their data; the technology office gains no ownership rights. Agencies may change or end their agreement, or use another approach for particular data, when the compact no longer fits. A participating-agency committee advises on the agreement and reviews it twice a year for legal and security changes. The office must issue implementing rules through the state's formal rulemaking process, with majority approval from participating agencies before adoption and implementation. The law took effect upon the governor's signature.
