New property-entry rules for lead pipe replacement

Beginning August 1, 2026, Louisiana municipalities can adopt an ordinance allowing entry onto private property to replace lead service lines. The municipality, its water system, or an agent can enter only property directly related to that replacement. Service lines include the pipes and fittings connecting a public water main to a building, plus the property's water meter. Owners and residents must get at least seven days' notice, unless the municipality or water system determines an emergency exists. The municipality must first try to notify them in person. If they cannot be reached, notice must be sent by certified mail or posted prominently on the property. Notice must give the work's date and time, who will do it, and likely water-service disruptions. It must also list nearby drinking-water distribution sites, if any, and steps the municipality will take if access cannot be obtained. Afterward, owners must receive a certified letter giving the approximate replacement time and a brief work summary. The law provides no specific funding appropriation or payment mechanism.
