New licensing rules for well contractors

Beginning July 1, 2026, Louisiana requires the proper contractor license and classification for covered well projects worth $1 or more. This covers advertising, seeking work, submitting prices or bids, offering or attempting work, and performing or overseeing work. Covered work includes construction, modification, repair, and maintenance of water wells and environmental wells or holes. Water well drilling includes groundwater extraction for drinking and other uses, plus abandoning, plugging, or sealing wells. Environmental wells or holes include specialized borings for environmental assessment and sampling. Contractors must pass an exam, register with the State Licensing Board for Contractors, and meet other contractor licensing requirements. They must stay in good standing with the Department of Conservation and Energy and maintain well registration with that department. They must also complete five hours of board-approved continuing education each year.
