Clearer fees and support for kiosk users

Beginning August 1, 2026, Louisiana virtual currency licensees must explain account terms before your first transaction in clear, noticeable English. They must explain your right to contact the Office of Financial Institutions with complaints or questions and provide contact information. Before each transaction, written disclosures must explain the terms and the 72-hour cancellation and full-refund rule. After each transaction, you must get both paper and electronic receipts. Receipts must list the business name, address, toll-free customer-service number, operator's unique identifier, transaction type, value, date, time, and refund policy. They must also show each fee, including fees charged directly or indirectly by the operator or third parties. Kiosk operators must offer live, toll-free phone support whenever their kiosks are open, with the number prominently displayed on the kiosk.

Full refund rights for currency kiosk users

Beginning August 1, 2026, Louisiana virtual currency kiosk operators must delay processing transactions for 72 hours or allow cancellation within 72 hours afterward. Canceled transactions receive full refunds at the operator's cost. If the operator was unlicensed when your transaction occurred, you can cancel at any time for a full refund. Operators must acknowledge and answer refund requests within 10 business days, clearly explaining any refund requirements. Refunds must be completed within 90 calendar days of your initial request. For suspected fraud, operators may require a police or government report and identification. If those requirements were part of a clearly communicated refund policy, the later deadline applies: 90 calendar days after you submit those documents. A police report or complaint to the Internet Crime Complaint Center counts as suspected fraud. Operators must report residents' cancellation and refund requests quarterly to Louisiana's financial regulator, including names, contact details, transaction dates, and canceled amounts.
