Beginning August 1, 2026, Louisiana State Police must create and run a statewide tracking system for DNA database matches. It covers confirmed matches tied to unsolved cases that agencies have not cleared, acted on, or resolved within 90 days of notification. Agencies can update each lead’s status, access the system continuously, and share information across jurisdictions. Resolving a lead means deciding whether it is exhausted or useful for further investigation, including a reference DNA sample when applicable. Participating labs, investigating police, district attorneys, and agencies identifying missing people or human remains must provide information and participate by January 1, 2027. State Police can phase in participation and hire public or private providers to build and maintain the system. After implementation, annual reports are due to designated state officials and legislative bodies by March 1 and must be posted online. Reports must count outstanding, newly added, and resolved outstanding matches statewide and by jurisdiction.
