New betting bans and review rights

Beginning August 1, 2026, Louisiana law requires Gaming Control Board rules for gaming exclusion lists, including sportsbooks and mobile betting. Listed people are barred from retail sportsbooks and from playing or operating mobile wagering. Sports-betting exclusions cover people already excluded from gaming establishments and people who threaten someone involved in a sporting event. Those threats must relate to sports gaming and can happen before, during, or after the event. The Board can also exclude people it finds threaten state interests, the law's purposes, or effective sports-betting regulation. General gaming rules cover career or professional offenders and people with criminal convictions, as defined or specified by the Board. They also cover people whose presence harms state or gaming interests. Examples include suspected cheating, lost gaming licenses or privileges, safety threats, documented disruptions, court-ordered bans, and pending gambling or gaming-integrity charges. The Board and enforcement division can place people on the lists. Exclusion cannot rest solely on skill or on race, color, creed, national origin, sex, or disability. Unless someone requests exclusion, officials must give notice in person or by certified mail. Listed people can seek removal but must prove the exclusion criteria do not apply. They have a right to a review hearing within 30 days after officials receive their petition. If the exclusion rule does not apply, the division must notify all licensees, operators, and permit holders. Knowingly entering or trying to enter gaming premises after exclusion without Board clearance carries up to six months in jail, a $500 fine, or both. Operators face sanctions for willfully failing to exclude listed people; repeated willful failures can bring license, permit, or contract suspension or revocation. These exclusion provisions do not apply to licensees under Louisiana's video draw poker law.
