Broader local enforcement for owners and renters

Beginning August 1, 2026, Louisiana cities and parishes can use administrative hearings to impose civil fines for covered property violations. Owners, their agents, tenants, and representatives can face fines for blight, abandonment, and health, housing, fire, environmental, or historic-district violations. Housing violations cover conditions in privately owned structures that threaten public health, safety, welfare, the environment, or historic districts. In cities with at least 70,000 residents under the latest federal decennial census, that definition also includes building, zoning, vegetation, and nuisance violations. Local governments can also use these hearings to enforce building, zoning, vegetation, nuisance, and licensing rules. Local governing bodies choose which permit-related and other ordinances use this process. The law leaves activities at manufacturing facilities regulated under Louisiana’s Title 30 unchanged. These powers support enforcement of community health and safety rules but expose people responsible for violations to civil fines.
