Beginning July 1, 2026, the law creates the Watershed Restoration and Conservation Fund. It supports restoring and caring for Amite River Basin lands and watersheds affected by sand and gravel mining. Flood-prone areas and damaged watersheds get priority. After required constitutional and legal allocations, including the Bond Security and Redemption Fund, it receives dedicated sand tax revenue. This equals 100 percent of recurring sand severance taxes from the basin that otherwise would enter the state general fund. Designated donations, gifts, grants, and other revenue also go into the fund; the law sets no total dollar amount. Money is appropriated to the Coastal Protection and Restoration Authority for the Amite River Basin district board to use. Fund assets follow state general fund investment rules, and investment earnings stay in the fund. Unspent money not committed to expenses stays in the fund after each fiscal year. By March 1 each year, the authority's board must report receipts, spending, and funded activities to two legislative committees: the House Committee on Natural Resources and Environment and the Senate Committee on Natural Resources.
