Tighter licensing rules for explosives workers

Beginning August 1, 2026, Louisiana’s explosives rules cover people and businesses that make, distribute, buy, sell, possess, store, use, or transport explosives. Blasters include employees who cause explosions and supervisors or managers who directly oversee those employees. Handlers touch, move, or handle explosives without causing an explosion. A handler license cannot cover blasting or use by the final end user. New and renewal licenses require fingerprint-based background checks for manufacturers, dealer-distributors, users, blasters, and handlers. The checks cover state and national arrest, prosecution, and conviction records, including specified expunged records and dismissed convictions. The Louisiana Bureau of Criminal Identification and Information runs the state check and sends fingerprints to the FBI. It provides results to the Department of Public Safety and Corrections, which oversees licensing and compliance.

Explosives violators face fines with hearing rights

Beginning August 1, 2026, Louisiana’s deputy secretary can fine people or explosives businesses up to $10,000 for each explosives-rule violation. The law requires notice and a chance for a hearing under the Administrative Procedure Act. The deputy secretary weighs the violation’s nature, circumstances, extent, seriousness, the violator’s fault, and past offenses. The official also considers ability to pay, effects on continued operations, and other relevant fairness concerns.
