Airport tax funding requires free aircraft parking

Beginning August 1, 2026, Louisiana directs aviation-fuel-tax money to its transportation department for airport-related work. Airports can receive this money only if their published directory or diagram identifies a public-use aircraft parking area. Visiting aircraft can use that space free for up to two hours. Airport operators, fixed base operators, and tenants do not have to provide fueling, towing, parking assistance, or other services. The transportation department's multimodal commerce office must set yearly revenue-estimate rules using historical prices, current prices, trends, and fuel sales volumes. Sources include federal agencies and other verifiable public data. The revenue department must report actual aviation-fuel-tax collections annually, and the transportation department must consider those amounts. Estimates use the current state sales tax rate and are automatically recalculated if that rate changes during the fiscal year. The Revenue Estimating Conference must use the formula and rules. The detailed provision removes the January 1, 2027 end date, but the supplied bill summary says that date remains.
