Beginning August 1, 2026, the law establishes the Renaissance District as a local government body serving only Rapides Parish. It removes the former population-based location rule. A nine-member board manages the district, including its juvenile detention, education, and rehabilitation operations. All members must be qualified voters domiciled in Rapides Parish and serve four-year terms. The parish governing authority appoints four members. Three must have experience with juveniles in education, rehabilitation, or incarceration and cannot work for the parish police jury. The fourth seat goes to a former nonprofit Renaissance board member when one is available and able to serve. Otherwise, that appointee must meet the same experience and employment rules as the other three parish appointees. The sheriff’s office and district attorney’s office each appoint one member employed by that office. The Central Louisiana Juvenile Detention Center Authority appoints three members. These five members must also have the specified juvenile experience. The law does not set household payments, taxes, or personal benefit eligibility.
