Local agencies get specific purchasing exemptions

Beginning August 1, 2026, Louisiana exempts certain local government purchases from advertising and lowest-responsible-bidder requirements. Local governments that own or run railroads qualify when buying listed used or other non-new rail equipment. Covered items include locomotives, on-track equipment, other rolling stock and their parts, plus track maintenance equipment and attachments. Non-new items include used, rebuilt, reconditioned or reclaimed products, consistent with federal disclosure rules under 16 CFR 20.1. Local law enforcement and public safety agencies also get an exemption for trained animals used for crime detection, law enforcement, catching offenders or search and rescue. The law provides no new funding or guaranteed household savings.
