Free hospice homes get licensing relief

Louisiana exempts qualifying nonprofit homes serving terminally ill patients from home- and community-based service provider licensing requirements. They must provide free accommodations and services, with no charges to patients or families. They must receive no Medicare, Medicaid, or other public or private health insurance payments. Each location must provide private bedrooms for no more than three patients. These homes count as patients' residences, and licensed hospice providers prepare and manage their care plans. Medicines must be delivered, stored, and given as in a home setting. Organization-designated caregivers can perform tasks delegated by licensed health professionals under those plans, just like family caregivers at home. The caregivers' licensing credentials do not block those tasks. Professionals who delegate in good faith and with reasonable care are protected from disciplinary or adverse administrative licensing-board actions.
