Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Flight fines fund police pursuit safety

Beginning August 1, 2026, parish law enforcement agencies must set aside fine money they receive from R.S. 14:108.1 violations. They must deposit it into a separate account. The money must support high-speed pursuit driver training or devices and technology designed to reduce public risks from police pursuits. The law sets no funding amount.

Crime-linked insurance money faces new rules

Beginning August 1, 2026, crime-linked insurance money received or expected becomes subject to R.S. 46:1852. This covers defendants charged under R.S. 14:108.1(C), along with their agents, assignees, or representatives. It includes money received directly or indirectly that results directly or indirectly from the alleged crime. This provision does not explain what claim or use of the money applies under that other law.

Mandatory prison for flight causing serious injury

Beginning August 1, 2026, aggravated flight from a law enforcement officer that causes serious bodily injury carries mandatory prison time. A person convicted must serve two to fifteen years at hard labor. Parole, probation, and suspension of the sentence are not allowed. The court can also impose a fine of up to $2,000.
