Insurance fund for St. Charles sheriff retirees

Beginning August 1, 2026, the law creates an insurance fund for eligible retired St. Charles Parish sheriffs and deputy sheriffs. It helps cover insurance premiums paid by the sheriff’s office under existing law. The sheriff can choose whether to contribute; the law guarantees no per-person benefit amount. Investment earnings can pay only those premiums, the fund board’s legal representation costs, or both. Earnings cannot be withdrawn until principal plus accumulated earnings reach $4 million. If the total falls below $4 million, withdrawals stop and the sheriff’s general fund must pay all remaining costs. Following board recommendations, the sheriff must invest at least 25% in stocks and at least 25% in fixed-income investments. At least 75% of the fixed-income portion must be rated investment grade by a nationally recognized rating agency. The sheriff must create a three-member investment advisory board: the sheriff or a designee, one retired sheriff or deputy, and one active deputy. The sheriff appoints the retired and active members. The board elects a chair at its first meeting, within 30 days after appointment. Every financial audit of the sheriff’s office must check compliance with these rules.
