Contact details required before homeowner sewage transfers

Beginning August 1, 2026, contact requirements apply when a homeowners' association acquires a sewage treatment facility to operate and maintain. The original permit holder must give Louisiana's Department of Environmental Quality the association's legal name and identify its environmental contact. The contact information must include a current mailing address, phone number, and email address. This information is due at least 60 days before the facility's legal transfer.

More electronic options for environmental notices

Beginning August 1, 2026, applicants can submit environmental permit, license, registration, and variance applications electronically or in writing. Louisiana's Department of Environmental Quality (DEQ) can send required application notices electronically, with the same legal effect as mail. DEQ must notify required recipients within 30 days of receiving covered applications; medical and dental device applications are excluded. People and groups can request notices electronically or in writing and must provide a mailing or email address. Electronic requests also cover notices about commercial facilities seeking licenses to treat, store, or dispose of naturally occurring radioactive material. For those notices, requesting groups must have at least 25 members living in the affected parish. People can also send comments on alleged violations and possible penalties electronically to DEQ's assistant secretary. DEQ must share solid waste capacity decisions through public notices and its mailing list, including email. Electronic capacity notices have the same legal effect as mail or certified mail.
