State and county lands barred from carbon projects

The law bans enrolling any state- or county-owned land in carbon sequestration programs. State and county land managers must not enroll those lands. Counties will not receive payments from these programs. It does not cover city or town-owned land. The ban takes effect 60 days after the law's passage.
