Clearer heating contracts and prepaid refunds

Covered heating oil, kerosene, and propane contracts must clearly list prices, gallons, payment terms, and fees, including tank rent. Required terms must use plain language and at least 12-point bold type immediately after the service price; solicitations must disclose pre-buy and extra fees. Contracts must list contacts for written or electronic cancellation notices and New Hampshire’s consumer protection hotline. Dealers must refund undelivered prepaid fuel at the contract price, plus prorated pre-buy fees, within 30 days after the contract ends. You and the dealer can agree to different refund terms.

New protections for heating tank customers

Propane dealers cannot charge rent for a tank owned by you or another company. When you end a contract involving a dealer-rented storage tank, give the dealer written or electronic notice. From that notice, the dealer has 60 days to remove the tank or make every reasonable attempt to transfer ownership. The transfer can be to you or another dealer.
