More families qualify for child care help

The law expands New Hampshire child care scholarships to families earning up to 95% of state median income. The limit uses gross monthly income and adjusts for family size. Scholarships remain subject to available funds. The expansion starts only after state revenue officials certify that each required revenue source ran a surplus for the past year. Certification cannot happen before July 1, 2027.

Pharmacies must explain prescription price options

Starting January 1, 2027, New Hampshire pharmacies must make reasonable efforts to tell customers they can request the lowest prescription price. Notice can be spoken, posted at checkout, or provided in printed materials. On request, pharmacies must explain insurance prices, their usual cash prices, and available coupons, discounts, or rebate programs. Customers gain price information, but the law does not guarantee savings.

Families get notices about vaccine exemptions

Starting 90 days after passage, state health department vaccine materials for school and child care enrollment must mention existing exemptions. Printed and electronic materials must state that medical and religious exemptions are available under New Hampshire law. They must also link to current exemption information. The law does not change who qualifies for an exemption.

New fees fund child care scholarships

The law directs 50% of specified tobacco, liquor, beverage-fee, and video lottery revenue surpluses to child care scholarships; the rest goes to the general fund. Tobacco surpluses are measured yearly, liquor and beverage-fee surpluses monthly, and video lottery surpluses over the specified period. It also directs 2% of covered Lottery Commission revenues to scholarships and sets the referenced video lottery general-fund share at 75%. Distributors, beverage manufacturers, brew pubs, and nano breweries face a new $0.30-per-gallon fee, reduced to $0.18 if a mandatory container-deposit law is enacted. Distributors and beverage manufacturers also face a fee of 5% of the wholesale price per case, with a 10% late-payment penalty. These changes begin only after state revenue officials certify that each required revenue source ran a surplus for the past year. Certification cannot happen before July 1, 2027.
