Storage joins net metering with limits
Eligible New Hampshire customers can add energy storage without counting it toward the 1-megawatt net-metering generation limit; municipal hosts remain excepted. The facility must sit behind the customer's retail meter, operate alongside the grid, and offset the customer's electricity needs. Added generation at an otherwise ineligible facility can still qualify if it meets eligibility rules and is metered separately. The Public Utilities Commission can set terms for storage exports and payments, but the law sets no payment rate. Storage set up to export must charge only from the attached generation facility, unless another entity controls charging or the commission approves an exception in a formal case. The law takes effect 60 days after passage.
Customers gain protected energy storage rights
New Hampshire electricity customers have a right to install, connect, and use energy storage on their property without undue restrictions or discriminatory rates or fees. The Department of Energy must adopt installation and grid-connection rules, including appropriate size and safety requirements. Commission tariffs and case orders must follow those rules. Customers must also follow local zoning and building codes; existing electrical permits, licensing, and certification requirements remain in place. Net-metering principles otherwise stay unchanged, apart from clarifying the commission's authority to allow storage.
