Automatic summer grocery benefit enrollment for students

The law takes effect 60 days after passage. New Hampshire students who qualify for free or reduced-price school meals are automatically enrolled in Summer EBT unless parents or guardians opt out. School districts and school administrative units must send eligible students’ names, birth dates, and household addresses to state health officials. With annual school meal applications, schools must provide a separate notice and opt-out form explaining automatic enrollment. Paper applications require a separate physical insert; electronic applications require a prominent, separate opt-out step. Parents or guardians prevent automatic enrollment by returning the opt-out form. The Department of Health and Human Services must maintain a secure electronic data system and provide standard notice and opt-out language.
