Power-generating customers recover lost electric bill credits

The law protects customer-generators mistakenly enrolled in outside electricity supply programs, including municipal or county group purchasing programs. Mistaken enrollment means enrollment without explicit consent or because of inaccurate utility data. After written notice from the customer or an authorized representative, the utility must investigate within 10 business days. Once it confirms the mistake, it must restore standard utility supply service within 5 business days. It must also replace lost credits for electricity sent to the grid, covering up to 6 months before restoration. Compensation uses the net-metering rate in effect during the disruption; the utility chooses a bill credit or refund. The law takes effect upon passage, and the Public Utilities Commission can adopt rules to carry it out.
