Higher penalties for limousine operators

Beginning July 22, 2026, New Jersey strengthens penalties for limousine operators. Operating without a municipal license, knowingly allowing an unlicensed driver, insurance violations, and carrying too many passengers trigger serious penalties. Required insurance is $1.5 million or the amount required by the applicable insurance law. First offenses carry a $2,500 fine; second offenses carry $5,000. Third or later offenses bring $7,500, immediate driver's license suspension for at least six months, and immediate vehicle impoundment. Missing required special plates or proper inspection brings $1,250 for a first offense and $2,500 for a second. Third or later plate or inspection offenses bring $7,500 and immediate impoundment. Missing attached sideboards, insurance proof, or the required power of attorney brings $250 initially and $500 for repeat offenses. Missing two-way communications, a removable first-aid kit, or a working fire extinguisher brings $50 initially and $100 for repeat offenses. Those same lower fines cover remaining limousine-law violations. Superior Court or municipal court can enforce these penalties, which apply in addition to other penalties. State Police can enter operators' premises to inspect documents and vehicles when probable cause points to covered limousine-law violations.
