Large scrap stockpiles need fire systems

Beginning July 1, 2027, New Jersey scrap businesses face new fire-system rules for large stockpiles. The rule covers a single unprepared-metal shredder feedstock stockpile holding over 200 tons during any 24-hour period. A fire protection engineer must design a remotely operated system to stop hot spots from becoming fires and quickly extinguish fires and reignition. It must include overhead water suppression, water towers, movable water-supply heads, and related water-supply improvements; stockpiles of at least 500 tons also need monitored heat detection. Installation deadlines are July 1, 2030 for stockpiles over 200 tons, with an earlier July 1, 2028 deadline for those over 500 tons. The local enforcing agency must certify compliance annually with State and National Fire Protection Association standards, charging a nominal fee set by the Commissioner of Community Affairs.

New fire rules for scrap businesses

Beginning July 1, 2027, New Jersey scrap businesses must keep all material piles at or below 20 feet. Sites over one acre, or using a scrap grinder, crusher, hammer mill, or shredder, must install and maintain early-fire and hot-spot detectors. Each business must write a fire safety plan with the local fire department or fire marshal, available upon public request. Businesses must give fire code officials access to legally required scrap-business records when investigating a fire at the business. The enforcing agency must confirm compliance in writing, including applicable fire-system rules; businesses must display confirmation in their office or online. The Commissioner of Community Affairs can issue rules to carry out the law.
