New Jersey allows taxis, limousines, and rideshare companies to provide paratransit for two years, subject to federal law. This period starts on the first day of the fourth month after enactment. The law also standardizes paratransit definitions and includes Medicaid medical rides arranged through the state's transportation broker. Existing Medicaid ride approval rules remain unchanged; the law sets no new fares or benefits. Within 60 days after the two-year period, providers using these vehicles must report ride totals, violations, accidents, injuries, and insurance claims. Within 90 days after that period, the Transportation Department must publish an evaluation and send it to the Governor and Legislature. That report must cover contracts, provider reports, advantages and disadvantages, and whether to make the authorization permanent. The act expires after the department submits its report; permission to use these providers lasts only two years.
