New Jersey grid owners join regional operators

Beginning January 1, 2027, owners must join federally approved regional grid operators and transfer control of New Jersey transmission facilities. These operators must be operating, have governance independent of grid users, and separate transmission control from power generation control. They must improve reliability, reduce duplicate transmission charges where reasonably possible, and expand affordable power choices. They must also remove barriers to competition and prevent control of key power lines from blocking customers’ choice of suppliers. Operators must maintain real-time reliability, provide fair grid access and needed services, reduce congestion, and address transmission limits. Their policies must support performance that meets electricity needs. The New Jersey Board of Public Utilities can issue rules to carry out these requirements. The law sets no household payment and guarantees no change in electricity bills or service.
