New Jersey can seek global outbreak partnerships

Beginning July 22, 2026, New Jersey’s Department of Health can seek participation in the World Health Organization’s outbreak-response network. It can apply, name department contacts, train staff, share information, and work with public health partners. The law does not guarantee network participation, create World Health Organization membership, or impose international obligations. Agreements must follow federal law and the U.S. Constitution. Private health information can be shared only as state or federal law allows. Spending is limited to funds appropriated or otherwise made available; the law provides no new money or direct household benefits. Subject to available funds, the Health Commissioner must report within 18 months after the law takes effect. The report goes to the Governor and, as applicable, the Legislature, and must be posted on the department’s website. It must cover participation progress, benefits, challenges, resource needs, and recommendations, including whether to pursue other international public health initiatives.
